For this tutorial you will need the following supplies;
Paint Shop Pro (This tut done in version 8 but easily adapted for other versions.) trial version available here

Lets go!
Install your frame.
Open new image 500 x 500 and floodfill with white.
Copy your tube and paste onto canvas as a new layer.
Image > Resize.
Resize by 125% with bicubic resample and all layers unchecked.
Repeat until you have the face of your tube almost filling the canvas.
Move her slightly over to the left.
Go to Image > Picture Frame and locate kelsframe15 in the drop down box.
Apply with these settings;
Floodfill the black areas of the frame with white.
Merge all visible.
Image > Resize.
Resize by 75% with bicubic resample and all layers unchecked.
Add a new raster layer.
Floodfill with a dark colour from your tube and send it to the bottom.
Selections > Modify > Contract.
Contract by 35 px.
Selections > Invert.
Make sure you are on the floodfilled layer and hit delete once.
Selections > Select None.
Add a new raster layer, floodfill with white and send it to the bottom.
Higlight the dark layer and go to Effects > Texture Effects > Weave.
Apply with these settings;
Take you selection tool and set like this;

Carefully select around the weave layer leaving a tiny band of white all the way around it.
Selections > Invert.
Hit delete about 9 times until you get a nice misted effect.
Highlight the top layer and Merge Down.Move this layer slightly up and to the left hand side.
Copy and paste your tube onto the canvas as a new layer.
Resize her to fit the tag.
I mirrored mine so that she was facing the opposite way to the image on the frame.
Position her down and to the right of the canvas.
Apply the following drop shadow, use a contrasting dark colour for the shadow, I put the colour I chose on the screen shot but this won't go with all tubes!
