For this tutorial you will need the following supplies;
Paint Shop Pro (This tut done in version 8 but easily adapted for other versions.) Trial version available here

A tube of your choice. I am using the awesome artwork of Joel Adams. To use his work you must have a license. Please take a look at the CILM website here to find out how to purchase a license for Joel and many other awesome artists!
Let's start.
Open the scrap kit and your tube in psp. Resize the scrap kit by 50% with Bicubic Resample checked, all layers checked.
Open a new image 450 x 450 with a transparent background.
On your scrap kit make layer 15 (the Candy Striped Corner element) active and go to Edit > Copy.
Paste as a new image and resize by 50% all layers unchecked and bicubic resample checked.
Paste as a new layer on your blank canvas. Move to the top right hand corner. Duplicate this layer. Go to Image > Mirror. Then Image > Flip.
Add the following drop shadow to both corner layers:
Go back to the copy of the striped corner. With your selection tool set to rectangle, select the the area shown below.
Edit > Copy.
Edit > Paste as a new image.
Effects > Image Effects > Seamless Tiling.
Set your foreground to pattern and scroll down to the image you just applied the seamless tiling to. Angle = 0, Scale = 100.
Floodfill the bottom layer of your tag with the pattern.
Selections > Select All.
Selections > Modify > Contract.
Contract by 30.
Add a new raster layer.
Back on your scrap kit, select the background layer on your layer palette. Go to Edit > Copy.
Back on your tag make sure your active layer is your new one and go to Edit > Paste into selection. Deselect.
Add the following Drop Shadow.
Back on the Scrap Kit activate Layer 17 (the white background).
Edit > Copy.
Paste as a new layer on your tag and resize by 85% all layers unchecked and bicubic resample checked.
Activate the layer above Layer 17 on the scrap kit (the pink frame).
Edit > Copy.
On your tag go to Edit > Paste as new layer. Resize again by 85% and apply the same drop shadow.
Activate layer 2 on the scrap kit. Copy and paste as new layer onto your tag. Move this layer down below the pink frame.
With the selection tool set to rectangle, select an area just inside the pink frame.
Selections > Invert.
Activate the pink strip layer and hit delete.
Deselect.
With your mover tool move it down towards the bottom of the pink frame.
Highlight layer 5 on your scrap kit.
Edit > Copy.
Edit > Paste as a new layer. Duplicate this layer as many times as you wish and scatter the stars around the tag.
Copy and paste your tube onto your tag as a new layer.
Add the following drop shadow:
Position your tube where you like it. I put her so she looked as if she was sitting inside the frame. Now you get to play with the rest of the kit. I always think that the beauty of scrap kits is that you can get a completely unique look even when you follow a tutorial.
For reference I will list how I finished off my tag, but play around with the different elements and see what you can come up with!
First off I added two of the strips to the top and bottom corners of the tag and positioned them below the striped corners. I then copied and pasted the pink mini frame onto the left of my tag. To get the effect of the face on the frame, duplicate your tube layer. Go to Image > Mirror and then resize by 50%. With your selection tool select the inside of the pink mini frame.
Move your resized tube layer over the selected area and position it so that her face appears in the selected area. Got to Selections > Invert and hit delete. Deselect. I lowered the opacity of this layer to 42.
Once you are happy with your tag go to Merge > Merge all layers flatten. Go to Image > Add Borders.
Use a colour which you have not used in your tag and add a symmetric border of 8 pixels. Click once on your border with your magic wand to select it.
Back over on your scrap kit activate layer 2 and copy and paste as a new image. Select a small area of the image with your selection tool.
Copy and paste as a new image.
Set your pattern to the image you just made and floodfill your border area with it.
Go to Selections > Invert.
Effects > 3D Effects > Cut out.
Apply a cut out using these settings.
Now onto the last bit! Open up one of the letter sheets included in the scrap download. I chose the pink one. If the colour doesn't quite go then you can colourise the sheet to suit. With your selection tool select around the first letter of your name and then go to Edit > Copy.
Paste onto your tag as a new layer and resize to suit. Move the letter into position. Repeat this steps until you have spelled out your Name.
