Open a new image 500 x 500 and floodfill with white.

Select a dark colour from your tube for your foreground I used #76a59e.

Set your background colour to a paler colour from your tube I used #e8faef.

Go to your preset shapes tool and draw an elipse on your canvas with these settings;

Position in the center of your canvas and convert the elipse to a raster layer.

Effects > 3D Effects > Drop Shadow.

Set your Shadow colour to a similar one you used for the outline of your elipse.

Make sure your foreground is still set to the darker outline colour and set your background to null.

Take your elipse shape and draw a circle on the right hand side of your main elipse.

Convert the circle shape to a raster layer and duplicate twice so you have 3 circles. Position them something like this;

Activate the top circle layer. Take your magic wand and click once inside the circle.

Selections > Modify > Expand. Expand by 1 pixel.

Copy your tube and paste as a new layer.

Move your tube so the part you want to show in the circle appears within the marching ants.

When you are happy with the position hit Selections > Invert and make sure the tube layer is the active layer. Hit delete once.

Selections > Select none.

Drag the tube layer down so that it is directly beneath the circle it will sit inside.

Repeat the above few steps for each of your circles. I mirrored my tube and messed around with the size too.

Once you are done you should have something like this;

Now close off all your layers except your three circle outlines and the images inside them.

Layers > Merge Visible.

Apply the same drop shadow as we used previously and lower the opacity of this layer to around 54.

Click once on your foreground box in the materials palette. Set the texture box to Bricks 1. (The colour should still be the dark colour you chose for your outline.

Set your paintbrush like this;

Highlight your background layer and splodge a few strokes of your paintbrush around the area of your main elipse.

Now highlight your main elipse layer and click once inside the elipse with your magic wand.

Apply the paintbrush again. (The marching ants will stop you from going over the edges!) When you are done with your paintbrush deselect.

Go back to your tube and copy it. Paste your tube on your canvas as a new layer.

Now we are going to make her look misty.

With your selection tool set to this;

select around your tube a little way out from the edge, like this;

It doesn't have to be precise.

Go to Selections > Invert and hit delete a few times. You will see the misting take place as you hit delete. Keep hitting delete until you get the look you like. If you want a mistier effect then simply select closer to the tube and make the feather value higher, then follow the same proceedure.

Once you are happy with your misting hit Selections > Select none.

Add the same drop shadow to your tube layer.

You can either add your name to the tag as it is or if you want a mistier effect add picture frame Edge brush 1 first.

For my text I used Lainie Day and applied Eyecandy 4000 gradient glow to it in white and the same drop shadow.
