
For this tutorial you will need the following supplies;
Paint Shop Pro (This tut done in version 8 but easily adapted for other versions.) trial version available here

A tube and font of your choice

Lets go!
Install the brushes.
Open new image 500 x 500 and floodfill with white.
Add a new raster layer and take a light colour from your tube. Find the brush New 023 002 and click once in the top left corner of your new layer.
Duplicate the brush layer and go to Image > Mirror.
Right click on the duplicate brush layer and Merge down.
Duplicate the merged layer and go to Image > Flip.
Merge the brush layers together.
Lower the opacity of this layer to around 70 (depending on how light the colour you chose is).
Add a new raster layer and select a darker complimentary colour.
Locate the brush Heartsgalorebrush1.
Click once somewhere in the center of your new layer and then go to Image > Mirror so the heart is sitting to the right.
Move this across to the right hand side of the image. Again lower the opacity to around 70.
Add a new raster layer and choose a contrasting colour.
Apply the brush once in the contrasting colour.
Go to Image > Resize. Resize by 75% with bicubic resample all layers unchecked.
Image > Rotate > Free Rotate. Rotate by 90 degrees to the right with rotate single layer around canvas checked.
Lower the opacity of the second heart brush layer and then merge all visible. You should have something like this.
Add your tube to the image and position across to the top left. Resize to suit.
Effects > Plug-ins > Lokas Software > 3D Shadow.
Apply to your tube with the following settings;
Merge all visible.
Image > Resize.
Resize by 75% with bicubic resample, all layers unchecked.
Repeat the drop Shadow.
Go to Image > Picture Frame and locate Edge Brush 1 (default in psp 8) Apply with these settings;
Add a new raster layer. Arrange > Send to bottom.
Floodfill with one of your brush colours (this is up to you depending on the look you want!)
Highlight the merged (tube) layer in your layer palette and duplicate twice so you have three.
On the bottom layer go to Image > Rotate > Free Rotate. Rotate by 15 degrees to the left with rotate single layer around canvas checked.
Repeat the rotate on the middle layer but change the direction to right.
Highlight the picture frame layer and resize by 90% with bicubic resample all layers unchecked.
Take your magic wand with the feather and tolerance set to 0. Still on the picture frame layer click once outside the frame.
Highlight each layer below the frame and hit delete once on each. This will get rid of any surplus bits hanging over the edge of the frame.
Merge all visible.
Add a new raster layer and send to the bottom. Floodfill this layer with white.
Still on the white background layer add a new layer and floodfill with one of the colours you chose for your brushes.
Go to Effects > Texture Effects > Weave.
Apply with these settings;
Highlight your merged layer and resize by 75% with bicubic resample, all layers unchecked.
Take your freehand selection tool with these settings;
With your weave layer the active one click raggedly around the edge of the merged layer.
The marching ants will expand once you join them up!
Selections > Invert.
Make sure your weave layer is the active one and hit delete once or twice to give a nice smooth edge.
Lower the opacity of the weave layer to 72.
Nearly done!
Take your pen tool and set with the following.
Line style Dotted.
Make the foreground the colour you want the dots to be and your background null.
Hold your shift key down and click once at the top left edge of your tag and once where you want the dots to end.
By holding shift you should get a straight line, don't worry if it looks a bit wonky though, just move the bottom node until the line looks straight!
Once you are happy with the position convert this layer to a raster layer.
Duplicate the dot layer and go to Image > Rotate.
Rotate by 90 degrees to the right with rotate single layer around canvas checked.
Position your top dots so that the corner overlaps the vertical dots corner.
Merge down.
Apply Lokas 3d shadow again with the same settings only change the transparancy to 68.
Repeat shadow on your merged (tube) layer.
Finally add your text at the bottom of your tag.
I used Pabloco size 72, Vector, width 0 and anti alias checked.
Set your foreground to null and your background to the colour you want your text to be.
Convert to raster layer and add the following inner bevel;
Finally add a drop shadow to your text with vertical and horizontal set to 1, opacity 35, blur 3 and colour black.
Add your © info and resize to suit.
