For this tutorial you will need the following supplies;

Paint Shop Pro (This tut done in version 8 but easily adapted for other versions.) trial version available here

Eye Candy 4 (Optional)

Mask here.
This is a default mask in PSP 8 but I have included it here in case it is not available in other versions.

A tube and font of your choice

I used the awesome artwork of Myka Jelina for this tutorial.

Open a new image 500 x 500 and floodfill with white.
Open the tube you chose and copy and paste it onto your new canvas as a new layer.

Duplicate the tube layer twice and make the top copy invisible.

Activate the middle copy of the tube in your layer palette and go to Edit > Mirror.

Position the two tube layers something like this;

Close off the white background layer and merge > merge visible.

Effects > Texture Effects > Straw Wall.

Apply the following settings;

Now go to Effects > Texture Effects > Mosaic Antique.

Apply the following settings;

Layers > Load / Save Mask > Load Mask from Disk.

Locate mask 183 in the drop down box and apply to your tag with the following;

Right click on the mask layer and hit delete, say yes to the pop up box.

Merge Group.

Go to Image > Resize and resize by 75% with bicubic resample all layers unchecked.

Go to your Preset Shapes tool.

Select a darker colour from your tube for your foreground and set the background to white.

Set the Preset Shape tool to this;

Draw out a circle that covers the pattern.

Duplicate the vector circle and close off the top copy, we will use that in a second!

Move the original vector layer down below the pattern layer and convert it to a raster layer.

Apply the following Drop Shadow;

You should now have something like this;

Make your tube layer visible and resize her so she fits inside the circular background.

Apply the same Drop Shadow.

Move the vector layer up to the top of the layer palette and make it visible.

Activate your shape tool and the nodes will appear around the circle.
You need to make the circle smaller than the background circle. Do this by moving the vector nodes.
I moved mine further down towards the bottom of the background circle so it was slightly offset.
Move yours to suit the quote you are going to use.

Add a new raster layer.

Select your font and use these settings;

Your text must be set to floating for the next step to work!

On the materials palette set the background to the colour you chose previously for the circle border, or use a contrasting colour, whichever works best for the tube you chose!

****

Place your curser on the edge of the vector circle you will see this symbol appear;

Type your quote out.

It can be tricky to place the text just right!

An easier way to rectify this without undoing and retyping is to place your curser at the very beginning of the text in the text box and hitting the space bar until it adjusts to where you want it to be. The text moves around as you hit the space bar so you can see where it will appear on your tag.

Once you are happy with the placement hit apply.

The text will have marching ants around it and your layer palette will look like this;

You need to right click in the layer palette on the floating layer and arrange > Bring to top.

****

Once the text is placed over the new layer you added go to Selections > Select None.

Now the best bit!

We need to get the text to run inside the circle. To do this we make the vector circle the active layer and go to Image > Flip.

I thought that the copyright info looked good running around the bottom of the background. Its up to you how you want your tag to look but please remember to add in © info!

Add a new raster layer and then follow the steps between the ****. This time your text will automatically be placed inside the circle and when you place your curser on the edge of the circle to begin typing it will look like this;

Again use the space bar trick to get the text positioned just right.

Move it above the new raster layer in the layer palette and then deselect.

You can delete the vector circle now.

Apply your name to your tag, I chose to use the same font as the quotation but its up to you.

Apply the following Inner Bevel to your name;

Because my tag background was quite dark I applied eyecandy 4 gradient glow to my name to make it stand out.

Set the colour to white and the glow width to 3.

Crop off any excess white background and save as a jpg.
