For this tutorial you will need the following supplies;

Paint Shop Pro (This tut done in version 8 but easily adapted for other versions.) trial version available here

Tramages Filter here

A tube and font of your choice

Open new image 500 x 500 with a transparent background.

Floodfill with white.

Add a new raster layer and floodfill with black (or a dark colour from your tube).

Got to Effects > Plug-ins > Tramages > Tow the Line and apply with these settings;



Add a new raster layer and floodfill with black (or the colour you chose).

Apply Tow the Line once again with the same settings.

Go to Image > Rotate > Free Rotate and with single layer around canvas checked, rotate by 90 degrees to the right.

Lower the opacity of this layer to 66.

Merge Visible.

Add a new raster layer, go to selections > Select All.

Selections > Modify > Contract.

Contract by 34 pixels.

Selections > Invert.

Set your foreground to black (or the colour you chose) and your background to white.

Make your foreground a gradient with Foreground-Background settings, angle 45 and repeats 3.

Invert checked.

Floodfill the selection on the new layer with the gradient.

Apply Tramages > Mapped Thingies with the following settings;



Selections > Select None.

Effects > Distortion Effects > Twirl. Apply with a radius of 720.

Edit > Repeat Twirl.

Repeat the twirl effect a further 4 times.





Duplicate this layer and free rotate to the left by 45 degrees.

Duplicate once more and rotate again by 45 degrees to the left.

Duplicate a final time and rotate 45 degrees to the left.

Close off the merged background layer and merge the rotated frames together.

Duplicate the merged frames layer and go to Image > Mirror.

Lower the opacity of the mirrored layer to 36.

Merge the two frames layers together and rename Oval Frames.



Make the background layer visible again and make sure this is the active layer in your layer palette.

Copy your tube and paste as a new layer on your canvas.

Resize the tube layer by 125% with bicubic resample all layers unchecked.

Effects > Distortion Effects > Wave.

Apply with these settings to your tube layer;



Rename this layer wave.

Lower the opacity of the wave layer to 44 and duplicate twice, renaming the duplicated layers wave 2 and wave 3.



On wave 1 layer go to Adjust > Add / Remove Noise and add noise;



Repeat the noise effect on wave 2 and wave 3 changing the percentage value to 40 and 45 respectively.

Copy your tube again and paste onto your tag.

Rename this layer tube layer.

Apply the following drop shadow to your tube.



Apply the drop shadow once again changing the values to vertical 2 horizontal -3.

You should have something looking like this;



Set your foreground to black and your background to the gradient you used earlier.

Select your font - I used JOPPATOWNE - and with the top layer active apply your name to your tag with these settings;



Stretch your text so that it fits along the bottom of your tag and convert to raster layer.

Apply the following inner bevel.



Then apply the same drop shadow as you used on your tag and then repeat reversing the values.

Add your © info.

Make the two copy wave layers invisible. Your layer palette should look like this;



Edit > Copy Merged.

Open up Animation shop and right click on your workspace. Paste as new animation.

Back over in PSP close off wave 1 and make wave 2 visible.



Edit > Copy merged.

Go over to AS and paste after current frame.

Finally go back to psp and close off wave 2 and make wave 3 visible.



Edit > Copy Merged.

Over in AS paste after current frame.

Resize your tag by 85% and save.
