For this tutorial you will need a scenic mist, tube or jpg of your choice and a font of your choice.

This has been made in psp X but can be adapted for any version.
Modify / contract 20. Hit delete. Modify / contract 2.
Flood fill with white. Modify / contract 20. Hit delete.
Selections / select none.
You should now have a layer that looks like this.
Lower the opacity of this layer to around 23.
Add a new layer. Selections / select all.
Copy your scenic mist or tube. Edit / Paste into selection.
Selections / select none. Drag this layer to the bottom.
Add a new layer and flood fill with a dark colour to blend in with your mist or tube. Drag this to the very bottom.
Add a new layer. Set your foreground and background to white.
With a font of your choice, write your text and place it on your image as you would like it. Lower the opacity down to around 23. I used Morpheus font size 68 for my image.
You can decorate with word art or brushes on a new layer. Add your watermark and merge all. Resize to your liking and save as a jpg.
